U.S. Department of Transportation’s Pipeline & Hazardous Materials Safety Administration (PHMSA) Rule

Dear Valued Customer,
The United States Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) created a new regulation, HM206F, regarding information required on a dangerous goods declaration effective 1st October 2010.
The new regulation is subject to dangerous goods moving into and out of the United States. Under the new regulation, shippers who use an emergency response information provider, such as Chemtrec, must provide either the company's name (Offeror) who contracted with the emergency response information provider, or the contract number. This information must be inserted immediately before, after, above or below the emergency response telephone number on the dangerous goods declaration form.
For exports out of the U.S, APL will require this information from shippers before hazardous declaration cut-off time. For imports into the U.S., the information has to be provided at time of booking.
Customers who send bookings through EDI can submit the information in either EDIFACT (IFTMBF) or EDI X12 (300) documents.
1. EDI X12 Format – v5010 or Later Versions
Offeror’s name can be submitted in PER-02 element of PER segment in the LH1 loop with qualifier “HM” in PER-01.
Contract number can be submitted in PER-02 element of PER segment in the LH1 loop with qualifier “CD” in PER-01.
(NOTE: 'HM' and 'CD' are mutually exclusive)
Emergency response phone number can be submitted in PER-04 element of PER segment in LH1 loop with qualifier “TE” in PER-03 element, where PER-01 will be either 'HM' or 'CD'.
2. EDI X12 Format – Lower than v5010 versions
Offeror’s name can be submitted in H2-02 element of H2 segment in the loop H1 with qualifier “HM” in H2-01.
Contract number can be submitted in H2-02 element of H2 segment in the loop H1 with qualifier “CD” in H2-01.
(NOTE: 'HM' and 'CD' are mutually exclusive)
Emergency response phone number can be submitted in H1-05 element of H1 segment in the loop H1.
Note: In case if H1 & H2 looping is already used to exchange other data information then, H2 occurrence with either “HM” or “CD” qualifier should be sent in the last H2 segment occurrence of the first H1 looping structure.
3. EDI EDIFACT format (IFTMBF)
Offeror’s name can be submitted in CTA-02:3412 element of CTA segment in DGS loop with qualifier “HM” in CTA- 01:3139.
Contract number can be submitted in CTA-02:3412 element of CTA segment in DGS loop with qualifier “AE” in CTA- 01:3139.
(NOTE: 'HM' and 'AE' are mutually exclusive)
Emergency response phone number can be submitted in COM-01:3148 element of COM segment in DGS loop with qualifier “TE” in COM-02:3155 under CTA segment will be either 'HM' or 'AE'.
This information will enable the emergency response information provider to identify the offeror on whose behalf it is accepting responsibility for providing emergency response information in the event of a hazardous materials incident and obtain additional information about the hazardous material as needed.
