Tighter invoice and packing list requirements for Pakistan import shipments

In the interests of helping your business flow smoothly, we are writing to let you know about a pending development in the documents requirements for Pakistan import shipments.

The Pakistan Customs Authority have advised us that as of 1 April 2006 they will be putting extra emphasis on enforcing an existing Custom Rule (SRO 450(I) /2001).

The Rule requires that a copy of the Invoice and Packing List accompanies imported cargo being shipped into Pakistan, regardless of carrier, terminal or port.

Invoices and Packing Lists are to accompany cargo in the following manner:

  1. Containerised FCL Cargo: The documents need to be placed on the inner side of the door of container. In case of multiple containers in a consignment, each container needs to have such documents pertaining to goods inside it.
  2. Consolidated Cargo and LCL Cargo: The documents need to be attached to the goods or package at an obvious place. Each container must also have a consolidated packing list for the goods inside it placed on the inner side of the door of container.
  3. Break Bulk or Bulk Cargo: The documents must be furnished to Customs by the Carrier in entry of the conveyance into Customs area.

Some commodities are exempted from the above rule:

  1. Imports by industrial importers of automobile parts and components.
  2. Imports of raw cotton.
  3. Imports of metals, ingots and billets.
  4. Imports of petro-chemicals.
  5. Bulk imports in unpacked condition.

We advise you to comply with these new requirements to avoid penalties and delays to your customs clearance process. Pakistan Customs have advised that shippers who fail to comply will face penalties under the Pakistan Customs Act, 1969.
