PCS (Port Congestion Surcharge) - Reefer exports to Shanghai, Ningbo & Tianjin/Xingang

With the extended Lunar New Year holidays and concerns regarding the spread of the Novel Coronavirus, terminal operations and pick-up of inbound containers in China have been slow.

Consequently, most reefer plugs at the yards of all container terminals in Shanghai, Ningbo and Tianjin/Xingang are already being occupied. APL is then forced to divert Reefer cargo to other ports.

To cover the additional costs, APL will apply a Port Congestion Surcharge (PCS) as follows:

Perimeter: Exports to Shanghai, Ningbo and Tianjin/Xingang
Cargo: Reefer
Amount: USD 1,250 per Reefer container
Payment: prepaid
Application: Effective immediately (except for Trans-pacific services, for which PCS takes effect from 13 March 2020)

For ongoing units and those which have already been rerouted, a specific surcharge will be calculated at the time of the reloading as soon as space is made available on these terminals. Our local office will reach out and advise details if your cargo is affected. As we try our best to safeguard your cargo, please note that all related costs will be on the Consignee’s account*.

*Pursuant to Provision 10 “MATTERS AFFECTING PERFORMANCE” of the carrier’s Bill of Lading Terms and Condition, please be informed that all additional costs, including but not limited to storage, demurrage and plugging costs at the alternative discharge port or extra forwarding costs, shall be for Merchant's account and payable upon delivery. The carrier shall have no liability whatsoever for any loss or damage to cargo resulting from circumstances totally beyond the carrier’s control, for which risks and costs shall be for Merchant’s account. The carrier shall bill the Consignee all such costs together with the import charges during cargo delivery. In the event the Consignee defaults the payment, the carrier withholds the right to demand payment from the Shipper.
