24 Hour Advance Manifest Rule

Overview

Today, the manifest information not only has to be very precise, but it must be submitted 24 hours before the cargo is loaded on vessels bound for the U.S. This 24-hour period is the time U.S. Customs and Border Protection (CBP) has to filter the information through its automated targeting system. High-risk containers are identified prior to vessel load and inspected at the load port.   

The 24-hour manifest rule has since expanded beyond the U.S.  Canada implemented a 24 hour rule, called the Advance Commercial Information (ACI) that went into effect in April 2004.

The most recent country to establish a 24 hour rule is Mexico.  Effective September 1, 2007, Mexico's Customs Authorities will implement a 24-hour rule, Advance Manifest (AMS) filing, for any cargo in transit or with final destination Mexico.  Please see link below for MI cutoffs for Mexico AMS.
