TWIC- Final Rulings, Working Documents - General Regulatory /Compliance Information Overview In accordance with the requirements of the Maritime Transportation Security Act (MTSA), TWIC will serve as an identification card for all personnel requiring unescorted access to MTSA-regulated facilities and vessels. Currently an estimated 1 million individuals have obtained a TWIC. This includes the Coast Guard-credentialed merchant marines, facility employees, longshoremen and truck drivers.
