Japan’s Advance Manifest Filing Rules (Japan’s 24-hour Rule)
We would like to inform you that the Japan Customs is implementing Advance Filing Rules on Maritime Cargo Information with effect from 10 March 2014. Such a rule is applicable to all cargo destined to or transshipped via Japan.
Ocean carriers are responsible for submitting Master BL information and NVOCCs are required to submit House BL information to Japan Customs.
In order to meet the requirement, APL will implement a “No Document, No Load” policy for all shipments going into or transshipping via Japan. Specific deadline for shipping instruction submission and first impacted vessel voyage will be communicated later.
To enable the submission of Japan’s 24-hour rule, the following information is required in your shipping instructions. New requirements specific to Japan are in bold.
- Full name, address, telephone number and country code (UN/LOCODE) of shipper, consignee and notify party
- Precise cargo description (general terms for example “consolidated cargo” or “general cargo” cannot be accepted)
- First six digits of the HS code
- Number of packages
- Marks and numbers
- Cargo gross weight
- Container number
- Seal number
- UN number and IMDG code where applicable
